This is what he's referring to. Even if that guy gets 20 it normally means about 10 years behind bars before he's out due to good time credit. Probably less thanks to parole. The board would probably let him walk on the first try due to remorse, juvenile status, a living victim not severely impaired, and good behavior in prison. Revolving door has to keep spinning to make attorneys wealthy.
