I don't think 10-11's are quite that complicated. The history of the 10-11 timeline goes something like this....... A long time ago, in a conference room not that far away, A major was reporting out at compstat. A colonel called him out on the lack of "self initiated" activities by the officers in his division being captured in the Lie-mobile/I-Lies data base. The major was embarrassed, and angry for being scolded so harshly in front of his peers. He vowed to do something about it. Back at the division,
