I don't think 10-11's are quite that complicated. The history of the 10-11 timeline goes something like this.......

A long time ago, in a conference room not that far away,

A major was reporting out at compstat.

A colonel called him out on the lack of "self initiated" activities by the officers in his division being captured in the Lie-mobile/I-Lies data base.

The major was embarrassed, and angry for being scolded so harshly in front of his peers.

He vowed to do something about it.

Back at the division, he gathered his subordinates and set them to task to come up with a solution.

A lieutenant spoke up and said, "Hey boss, I've got an idea!"

The sergeants were brought in and commanded to have each of their platoon to call off on 10-11's each and every shift.

The sergeants, wanting to gather good favor and recognition, ordered each of their officers to call off on as many 10-11's as they could.

What followed was a series of tlt-for-tat one-upmanship, as each of the platoons attempt to outdo the other to the point of ridiculous embarrassment.
