Unless NAPD doesn't have some type of civil service/merit board system in place, 19 years of service wouldn't count for anything in terms of getting promoted to a higher rank. That is why most agencies have a promotional exam process, instead of simply just picking whoever they want, regardless of time in service. Of course, there is the exception of the appointed (not earned) positions... e.g. LMPD Majors and above - frequently abused and made a mockery of.
