On LMPD you get promoted for memorizing the study materials better than everyone else and not offending the Chief enough to pass you over on the list. On most other departments its a political appointment like any other unelected office and you get promoted because you are better liked than the others. Its hard to prove you were passed over for less qualified candidates for whistleblowing because the normal process doesn't involve picking the best qualified in the first place. Those kinds of allegations are made a lot less than they could be. Usually people just bite their lip and find another job.

Unless NAPD doesn't have some type of civil service/merit board system in place, 19 years of service wouldn't count for anything in terms of getting promoted to a higher rank. That is why most agencies have a promotional exam process, instead of simply just picking whoever they want, regardless of time in service. Of course, there is the exception of the appointed (not earned) positions... e.g. LMPD Majors and above - frequently abused and made a mockery of.
