LMPD says the PTO program is based on the Reno model, but Reno is 15 weeks and LMPD is a year. Its overkill that gives the bosses a warm fuzzy feeling because the lawyers have scared them with wild fantasies about lawsuits. Those fantasies make the county lawyers more relevant and appear to be needed for all police decisions. All the departments with 15 week field training do just fine though.
