Outside of the larger cities, practically the whole state does it that way because budgets and staffing don't allow for months and months of field training. Having served on both kinds of departments, I saw more danger coming from the "old hands" who forgot basic officer safety somewhere along the way, or tough guy cowboys who thought they were superman.
