We have never been at our authorized manpower level. We have always, at least for the last 20 that I know of, been roughly 100 officers short. And that does not take into account the sick lame and injured. Things would at least be marginally better if we were at least up to strength. But the question remains. If we can't find 100 new recruits to meet our curent standards, where are we going to find 100 new swat officers?
