That's what they teach them in recruit school now. It's the tactic of divide and conquer. Turn everyone against the other and it keeps them all in line.

Elements of this technique involve:

-creating or encouraging divisions among the subjects to prevent alliances that could challenge the sovereign

-aiding and promoting those who are willing to cooperate with the sovereign

-fostering distrust and enmity between local rulers

-encouraging meaningless expenditures that reduce the capability for political and military spending

Historically, this strategy was used in many different ways by empires seeking to expand their territories.

I'm not a cop either, but that's the impression I get as well. While I'm sure there are some fine officers on the force, the overall tone of lmpd seems very dark. Forget low morale, there seems to be no morale with this department. It really does take a fallen officer to bring unity. That's extremely sad.
