Nothing against this young man, it sounds like he did the right thing. But really, making him the centerpiece of the Police awards ceremony? This is a once a year event to honor and showcase the officers / civilians on the department for all the outstanding work and deeds they peformed over the past year. Using this as a PR opportunity is not fair to either this kid or the officers on the department.
