Internal memo sheds more light on police actions night of March 22 violence

They will still get the drunks and convention goers to go to 4th St but forget getting families to casually stroll through downtown shopping and eating. There are plenty of better alternatives outside of downtown. If a few hundred ghetto kids decide to go rampaging again, the departments respons will be no better than it was last time. The department has given everyone fair warning.
