No, the raw ratio is just one factor. Did you know the City of St. Louis has a far LOWER population than Louisville - just over 300k - put far more officers, 1400? You can easily figure out WHY, but it isn't based on how many people live there - but how many people come through there, work there, etc. They also have much more concentrated areas of poverty - the more affluent move out of the city as soon as they can.
