That's because you are a tool and you think everyone else is too. Might be that they are not the ones doing anything wrong. Maybe you think wrongly.

You lead by example whether or not that is your intent. A lazy LT communicates that standard to his people. An active LT helping make arrests sets the bar higher.
There are people who think you can just slow down your pace of work or leave the street entirely when you are promoted or after you have been around 5 years or more. They consider themselves too experienced to be proactive anymore. That's for new guys, squirrels, and people trying to impress the Major. In my last department those lazy types got ridden daily by the supervisors unless they had medical issues. Here it's just the status quo and doesn't appear to be limited to LMPD. Louisville has the slow pace of the south and ugly politics of the north.
