City to hire expert to determine appropriate size of police force

The "Office for Safe Neighborhoods" has the goal of reducing violent crime 25% in 5 years. It's on their website. Someone please explain how a guy with no staff, who is not on the police department, will do this. If it happens, it will not be because of more movie nights at the park or town hall meetings. You decrease crime in low income areas by creating decent jobs, training people so they can do them, putting the real bad guys away as long as possible so their mindset doesn't spread, and teaching kids when they're young that they want to stay out of trouble. All of those things require a concerted effort that would be better led by someone who can speak on the Mayors behalf and get people fired or hired, not a powerless office.
