Tell me how, exactly, the panhandler's quality of life was improved by being incarcerated for said panhandling and having the money in his pocket confiscated as "evidence". If you want to improve his quality of life, go through a drive through and get him a sandwich and a cup of coffee. Locking him up for two chicken sh !t misdemeanors will do nothing to improve his situation.
