City to hire expert to determine appropriate size of police force

The department is always right, but sometimes has to pay out half a million here or there to keep allegations of wrong doing from going to a jury. Officers aren't going to cite the Command because they would retaliate against them, but you should stop confusing apathy and fear for innocence. Nobody is paying attention to this backwater city, so the status quo rules for now. I am sure the framing and coverup of the 1 legged women has gotten some peoples attention though.
