Along those same lines... there are specialized units (canine, traffic, river patrol, air patrol, etc.) which also require 3 years of sworn service and an interview. They are neither patrolmen nor detectives. What should their job title be? Specialist, Technician, or something similar?

The threshold for what constitutes a Detective versus a plain clothes officer is less clear that in other places, Someone handing you a badge saying Detective is not as important as the training, duties, and experience you have. Flex, Viper, District Detectives, etc are entry level Detective spots are "the test". If you aren't doing a lot of follow up or narrowing down of felony suspect lists then you are probably in an entry level spot. Some people don't ever want to do more since it can suck and ruin your family life, and I am not saying the people are unqualified for more. It's still entry level though, and the same goes for working a beat.
