There is no appeal. It was a settlement that both parties agreed to. The city admits no wrongdoing and writes a check to make their perceived problems go away.

The city should test for detective like bigger cities do, but that's beside the point. Moving someone from a more career enhancing position like Narcotics Detective to replace a rookie on late watch in the 8th because he reported what seems to be a criminal act by another police agency is retalliation. The city should hire an outside investigator to help the Mayor decide whether anyone in Command committed violations of policy or law, just like they would expect the Department to do when a officer does something. PSU and PIU report to the Chief, so they have a conflict of interests in this situation. Double standards where coverups of false convictions are concerned only delegitimize the Department and cast a shadow over all of its cases.
