City hall and police headquarters has been downplaying the gangs and riot activities of black youth since the 1980s because they think their mentioning it offends the largest Democrat voting bloc. They wouldn't dare treat a riot like a riot or a gang like a gang or else that would lead to a real police response. The last time they tried to police the right way before merger, the west end ministers and radicals like Coleman had a field day, calling every legitimate police shooting an act of racism. Instead the politicians just tell the police to lay low and let the black people kill each other off in the west end without much interference at all. Now the teen riots have started up again and they're about to scare all the businesses out of downtown. Another 10 years of this and downtown Louisville will look like downtown Detroit.
