That is an interesting hypothesis. Hiring recent parolees and convicted felons to provide low cost security to guard against out of control teens. Then, as time goes by, the security workforce is replenished with a fresh batch of recent parolees and convicted felons. The cycle then, again repeats itself. And so on, and so on, and so on.
