I think he is toast. However; getting on stand before his case is adjudicated is bad legal idea. He could then be asked about his current charges and he would A, be forced to take the fifth and get a mistrial or a dismissal, or B, he tells the truth and convicts himself, potentially.

He's not allowed to testify in this case, they won't let him. It has nothing to do with subpoenas or court pay. The Commonwealth's Attorneys Office will not allow him to testify.

There is no indication that he is unwilling to testify, of course, legally, he can. The defense can then call his testimony into question, but he can testify - and if subpoenaed, will be expected to be tehre. They wouldn't be allowed to get into the details, but they could ask him if, for example, he's currently under indictment.
