Have you ever noticed the only people who are ever held accountable for breaking the law are the ones who made a mistake and actually care or have something to lose (like their job or livelihood)? Then, they'll stick it to you in court. On the other hand, if you are a revolving door criminal who always has bench warrants and always in trouble, they quickly try to dismiss your case because they know you don't care about what they court will do. It's a fact that there are many people who are cited and their case is dismissed as soon as the prosecutors know who they are dealing with.

Indiana is really strict on Shoplifting in particular (Peanut Farm Labor) so they go KENTUCKY to conduct their nefarious activity.
