David James can't serve as Metro Council member and UofL police officer, County Attorney says

In big departments the only thing they do better than here is a real promotion process for Detective that considers good decisions in likely scenarios a lot more than memorizing obscure policies. They don't make you a Detective unless you've earned it and have advancement to higher grades of Detective, not just to Sgt. In that system, the job gets done even if the boss is a idiot or a political hack. The people at the top will always be the people who please city hall politicians but you can limit their damage in a good system.
