An EMS worker isn't in an office. They're just an employee. The city could argue that a sworn police officer is in an office although there's nothing specifically in the law saying that, and it does define several other offices. Employees are prohibited from being state officers, in the General Assembly, or an officer of any other city or county government, which would include being a councilman. Officers are not allowed to hold other officer positions.
The more serious question is whether he violated the Hatch Act in running for a partisan political office.

The other issue is that the city can turn down your request for outside employment regardless of what the law says.
