Probably just another guy laying down for a living and mad somebody is showing him up. How much payroll gets flushed down the toilet on people in "Law enforcement" who do as little as humanly possible but collect their excessive paychecks, drink coffee and shoot the breeze with their giggling buddies about what real cops do or don't do.
