You are wrong about who needs to be retrained. Us grizzled veterans know what it takes to get the job done. We remember being the real police and not a bunch of mobile report takers. The RCW era policies keep us from doing what needs to be done. The ones that need retraining are the new pups that have never done anything. All they know is that to not be sued you must do nothing.
