Jefferson County prosecutor suspended for yelling, threatening public defender

the idea for VIPER was stolen from proposals Routzhan and Duncan submitted. Routzhan wanted a full time SWAT team that would work street level narcotics complaints, hot spots and details. Duncan wanted an investigative unit that focus on long term investigations to put violent offenders away for good on good cases, not the bs possession and loitering charges VIPER uses.
