Help me with this. What's your point here?

Oh, and by the way everyone in the old City had to wait 3 years for a car. Some of us have blood on our hands even if it was a shorter deployment.

You certainly have different memories of the 80's and 90's than I do.

And finally, no one gets hired here without knowing in advance what the pay and benefits are. If they don't like them, they are free to leave for greener pastures.

I will keep this simple since you need it.

"these new officers have served in real wars with thousands of casualties"

So did lots of people who aren't new recruits.

"these new recruits actually finished college"

So did lots of people who aren't new recruits.

"You have enjoyed the economic boom of the 80's and the 90's, These new officers are trying to establish themselves in the worst depression since The Great Depression."

It's a recession. If they work for the city they obviously have a job paying a livable income.

"your defining moment growing up was a space shuttle exploding with 7 lost lives, theirs was a 9/11"

If your defining moment came from watching events far away on television, then you have never had a defining moment. Take that from one of the guys who helped extract some payback from the guilty parties. You are a psycho turd but I will chalk that off to PTSD or else a genetic mental disorder.
