This has traditionally been a slow jurisdiction and a lot of people don't take the job as seriously. That's not just an LMPD problem either. The landscape is changing, there's more gang activity, more stranger on stranger murders, more international links in the dope trafficking world, but the decision makers are still stuck in 1985 or just want to keep things the same until retirement. They're taking home $100,000 to $180,000 for putting things on auto-pilot. Until the leadership is fixed the officer troubles will continue. A fish rots from the head down.
