I somewhat agree what you are saying, but Patrol does handle calls for service pretty timely. Yes, we need more patrol for pro-active stuff, but unmarked plain-clothes pro-active patrol can generate a lot more, and keeps the thugs more on edge. Just my opinion, but if you have more beat officers, they should initiate some type of plain clothes rotations with a nice selection of unmarked pools that can be rotated between divisions. It would keep things fresh. The same guys (Viper and Flex) can be stale and lose.
