A little bird tells me the I initial camera was placed there by a civilian that stumbled across something funny going on just over her fence. Apparently it sounded like someone having intercourse so the next day she put a camera up. When she watched the video it turned out to be police officers in uniform and marked units. She took that video to the media and they replaced her camera with one of theirs because her video was low quality. Story is still ongoing.
