No offense but a bad idea. You don't want civilians trying to assign sworn officers and be in charge of sworn personnel. Also, civilians don't have the necessary authority to call around and direct personnel. Again, those civilians should also not determine what contractual obligations exist, etc. Just won't be a good system. If we went that route, we could get rid of half our officers and pay the civilians "making half as much". We could hire 600 report takers and send the sworn on runs that required
