Putting officers names on a detail is an administrative function not a command function. They can assign an Lt or a Major to a detail to do the commanding if need be. Both departments survived for many years without all of these extra full time administrative positions. They should never have promoted all of these Lt's if there are no legitimate law enforcement positions for them to fill. Taking people off the street and out of units doing felony enforcement is only aggravating Louisville's crime problem. Quit defending the status quo because it's status BROKE.

Civilians could do as directed by their boss on detail if that was their job. I wouldn't go that way or keep up with the way it is now. Just pull the necessary people to supervise the detail and they can have normal jobs like everyone else does when there's not an event going on.
