The problem comes up when you have qualified Sergeants (with plenty oftime in rank) apply for a job and a jr sergenat who has less then 1 yr in rank gets the job because they were there before as an officer/detective. Look at some of the sergeants in special jobs (Training CIS PSU/PIU) and check when they got the job. A lot of themm were transfered into the job right after getting their stripes even though there were senior sergeants who put in for it.
