Not an attack on any individual, but it's all a scam. People are looking for spots that will keep them off the radar as long as possible doing as little work as possible. Sometimes when they get power they will even create a spot for their friends. The ultimate goal is to fatten your pension and skate while doing your years of "hard work" unnoticed.
