Actually it is, it takes a little law interpretation so it depends on how bad you want this. If someone charges obstructed windshield they are wrong that covers window tint and American flags. There is a case law on this charge! Officer lost a good dope bust because of it. Now check this out...improper equipment...wait you say that covers vehicles not to be noisy, smoky, or a nuisance? Then we check Metro ordinances 72.039 C1 and 2. I know it usually means a parked vehicle but it clearly states located on a public way.

Lots of Officer also think you need a reason to run a license plate... NO YOU DON'T. You can run any license plate anytime you want. You just can't sneak in their garage and get it if you can't see in out in public!
