Because it's the youngest department in recent history. The only officers staying past 20 are ones who got promoted to easy jobs and those who can't afford to retire. People contemplating retirement generally don't want difficult cases that will extend years into their retirement in the first place.

Don't blame the homicide unit. Crime in Louisville is changing. Homicide clearance rates drop as the percentage of homicides committed by people who knew the victims drop. If you have an increase in stranger-on-stranger homicides, then it's harder to make an arrest.

Homicide is who handles the effects caused by ineffective crime control strategies. Many of the homicides are drug related. Louisville has a gang and organized drug trafficking problem but many people pretend it doesn't. The total absence of a gang strategy after the arrests of Mexican drug cartel members, MS-13, and many black street gang members show that the people in charge lack a basic understanding of what they need to do. All they can do is hire a violence prevention fall guy and put him in the public health department far from the Mayor and the Chief. At least the regular citizens can get CCW's and can protect themselves somewhat. Good luck with your next traffic detail.
