Then why were they put there? Not everyone is as blindly obedient and unquestioning as you. If they get rid of 1 Lt that money could be used to put 2 more officers on a beat and that's where people are needed. There are too many people sitting in offices considering the department has no handle on the violent crime problems. If they're promoting many people with your mindset then that explains why.
