Understand this: the police promotional process is put in place to protect the city from civil liability (ie, discrimination, etc) instead of promoting the most qualified person. Since it is a system used by most departments across the US, it has been reviewed by countless courts and ruled to be a fair system for promotions. Cities do not care about individual police officers. They only care that individual officers are not a civil liability. That's a bloody fact!!
