I'm a little surprised that recruits don't receive some basic rifle training during the academy. I don't think that all officers should carry patrol rifles and for good reason, but just some training on the basic operation of different types of rifles (semi-auto, bolt action, lever action, and etc.) would be very useful in the event that officers recover rifles while on the street.
