You missed my point, but I get yours. My point is that no one needs to spend $2300 a year to maintain uniforms and equipment. It can be done for half of that…or less. Hence we make out a little. With quartermaster systems officers just go buy ***** they don’t need to use the vouchers up. A closet full of unused equipment doesn’t do anybody any good.
I understand that you are suggesting officers wear crappy uniforms and use garbage equipment because they refuse to replace it with the allowances. You are correct. It takes personal responsibility to keep your uniforms and equipment up to standard. The problem is that the city never wanted to give raises so they agreed to “hide” extra money in clothing/equipment so that officers got the money but the city could say it wasn’t a raise. Tough all the way around. Either you care and replace your stuff when it’s garbage, or you don’t.
