It's not hard. If they are driving dangerously, write them. If they are going less than 20 over but not being dangerous, write them if they act like an a-hole. If they are going less than 12 or 15 over, not dangerously, and not acting like an a-hole, warn them. If its a cop endangering people's lives, call a supervisor to the scene no matter what.
