Heroin epidemic worsening in Louisville

They found pictures of the rape and murder in the floor vents of his former home. It wasn't "to late" to charge him it was impossible because of DOUBLE JEOPARDY. He was later convicted of perjury because he testified in the murder trial and clearly lie so years later he was charged with perjury.
