Louisville isn't the only place with a big increase in O.D.'s and heroin trafficking. The O.D.'s are doubling and even quadrupling in some places. The whole region is being inundated. This is not just a local police problem. Law enforcement will have to get quite a bit more aggressive to deal with the drug networks bringing it in to start shutting them down.
