From a purely tactical perspective, if someone is driving towards you, then standing there and shooting at them is not the best decision. Even if you hit them square in the chest, they would be conscious long enough to run over you. This driver was supposedly high on cocaine so they would probably not be immediately incapacitated to being shot. Even if they pass out they would still likely run over you. A better choice is move to cover. Firing a weapon is not always your best answer even when justified.
In this incident the officer was standing on top of the suspect car. That is never a good decision unless you are from planet Krypton and are in a movie. Officers doing that should be sent back to training for a few months or fired regardless of whether it was justifiable.
