Departments like to get by on the cheap with in-service training, so they usually send officers to a mandated week of mostly useless classroom sessions. Being accurate enough to qualify on a pistol range doesn't mean you're a good shooter. There are some officers who have long forgotten essential combat skills, if they ever had them.
LMPD and everyone else should invest a lot more so every officer can go through shoot-or-don't shoot scenarios, including high risk stops, building searches, and every other kind of high risk encounter. There should be a week of in-service every 2 months not every year. That would go a long way to cut down on lawsuit payments and improve officers' chance of survival.
