Your scenario had nothing to do with the earlier post, but I'll respond anyhow. If all those things are happening then there is a trail that someone can follow to get the officers involved in trouble. If nobody follows that trail, then you should be directing your criticisms at people much higher up the chain of command. I bet at least one of them is considered a "friend" of your community.
