When officers don't respond to them on the radio for some period of time they will usually assume the officer is fighting someone or has been incapacitated. That may seem overly cautious, until the day comes when someone really is being beaten up, and then everyone blames Metrosafe for not calling a 10-30. The city could fix that problem by putting live cameras on each officer like other departments have.
