The department could encourage fitness by allowing officers to use the gym on company time. The reason the gym privileges were cut out had nothing to do with abuse. One day an officer was working out and he injured himself with a dumbell. He then filed a workers comp claim and that was something the legal department never thought of. Don't know if the claim was paid, but the argument made sense. End of working out on police time after that.
