Precisely. He had ZERO qualifications to be president, none. He simply lacked any experience relevant to running a country. It was why Ernie Fletcher had such issues as Governor, he had some experience, but had never "run" anything, been in charge, managed, anything. (He was a medical doctor - so he had an office manager handling details, he was a pilot, but never had to manage a payroll or balance a budget and was a member of Congress with a chief of staff handling day to day details.)

For me, the best preparation to be President is to be a Governor, at least, because you have to be "in charge" of something and take the heat for it.
